[Dev] Problem?? Chinese can't be displayed??zh_CN-utf8??

[steps]
   ??vi /etc/locale.conf
      from: LANG="en_US.utf8"  
      to: LANG="zh_CN.utf8"


   ??vi /etc/sysconfig/i18n
      from: LANG="en_US.utf8"
      to: LANG="zh_CN.utf8"


[result]:
command: locale -a
         C
         POSIX
         de_DE.utf8
         el_GR.utf8
         en_GB.utf8
         en_US.utf8
         es_ES.utf8
         fr_FR.utf8
         it_IT.utf8
         ja_JP.utf8
         ko_KR.utf8
         nl_NL.utf8
         pt_BR.utf8
         pt_PT.utf8
         ru_RU.utf8
         tr_TR.utf8
         zh_CN.utf8
         zh_HK.utf8
         zh_TW.utf8



I used Tizen m14.3 environment which got following different results.
??VCT1010     OK
??other Intel development board  (Bay trail reference board)  NG
Even I installed GB* etc fonts??chinese can??t be displayed.
What causes the problem?
