Sounds weird, if you can see the page including words " Inspectable Apps", then 
the connection of remote debugging must works well.
There are only two ways I can figure out right now to find some clue (sorry, I 
don't have the device you mentioned so cannot debug):

(1) Make sure only one web app is living and try again. 
  For some versions of Tizen, Crosswalk is working in "single process model", 
you can only enable remote debugging only for one App in the same time.

(2) Press F12 in the page which is including " Inspectable Apps" to toggle 
devtools of Chrome, click "console" to see if there are some error messages.

Yes, application SM31mV8fq9.go is shipped in Tizen:Common with package 
wrt-widgets. Crosswalk is the web runtime in Tizen:Common and I am able to run 
remote debugging of SM31mV8fq9.go on Intel NUC with GBS build of Tizen:Common. 
I believe the issue that I have reported is caused by the different version of 
Crosswalk (and may be some of the other packages) in "Tizen on Yocto". I will 
update it and I will try the remote debugger again.
