Yes, of course it is possible. It seems that you are close to the solution. You need to debug the issue and trace the problem. As I recommended you in my previous email, journalctl and systemd-analyze are useful tools for debugging this type of problems.

    No need to do a wrapper script. In systemd service you can achieve

    It might be a race condition with systemd services. I recommend you to
    use journalctl to check systemd logs and systemd-analyze to view
    system boot-up statistics. Both tools are very convenient for
