Instead of past century README.txt format, prefer README.md to support rich 
markdown syntax https://help.github.com/categories/writing-on-github/.

Also, if there is no CI setup, please consider adding {{.travis.yml}} and 
{{appveryor.yml}} to repo root, setup the CI on those free services and add 
badge in README.md to reflect the build status.
