Resolution: Not A Bug
By design, TimeBasedTriggeringPolicy only determines if it is time to roll over
when it receives events to log. If you require a rollover to occur every hour
then you should use the CronTriggeringPolicy instead of the
TimeBasedTriggeringPolicy.
