I've seen on Maven Central before that a few Scala libraries have published
artifacts for 2.13.0 milestones. See for example: <
https://search.maven.org/#artifactdetails%7Corg.scalatest%7Cscalatest_2.13.0-M2%7C3.0.4%7Cbundle>.
It seems like if we published the module by naming it
"log4j-api-scala_2.13.0-M2", we could have a version specific to that
milestone at least.
