I'm working on LOG4NET-566, hoping that we can get a release build from our CI. The build currently gets stuck because of an unknown reason. It would be great to get some help on finding out why the heck the netstandard-1.3 tests behave as they do here:

There are failing tests and the test process somehow gets stuck and is only killed by the 4 hour timeout of the build pipeline.

- add support for the netstandard-2.0 target; the way how netstandard-2.0
target was added drops the tests for netstandard-1.3 and that's far from
how it should be

At the moment I've little to no spare time to get all this work done and do
the release. Is there someone out there who offers his/her help?
