[Scala] Release plans

Hi everyone. I’m planning to merge the Scala 2.13 support and create a
release candidate. I need to verify that there aren’t any remaining tasks
in sbt-rat that need to be released before that, but as that’s an outside
plugin, I can update really quickly.
