Hi all

I'd like to start (at some point) clearing up JIRA a bit and getting on top of 
associated pull requests (for example, the one for a REST appender, 
https://issues.apache.org/jira/projects/LOG4NET/issues/LOG4NET-644) and I'd 
appreciate any guidance on the accepted methods. To clarify, if it were solely 
up to me I'd:

1. close out anything referring to really old versions of log4net or raised 
over 2 years ago (eg 
https://issues.apache.org/jira/projects/LOG4NET/issues/LOG4NET-514) with a 
polite message to please re-submit if the problem persists
2. close out any wishlist items without a corresponding pull request with a 
polite message to the effect that pull requests are welcome.

This is really simply a part of how I normally work -- reduce the noise so that 
I can get stuff done.
