Created INFRA-24978 for the deletion of `logging--log4j-boot`. Just being told by INFRA that `apache/log4j-*` repos are not managed by any PMC <https://the-asf.slack.com/archives/CBX4TSBQ8/p1694609605468939>. I will create an INFRA ticket to "freeze" them, if such a thing is possible.
