+1 (binding), release the artifacts.

I have verified the release on Debian 12 with the following environment:

* GCC: (Debian 12.2.0-14+deb12u1) 12.2.0
* CMake: 3.25.1
* libc: 2.36-9+deb12u10
* APR: 1.7.2-3+deb12u1

Performed checks:

* Verified archive checksums and signatures
* Ran the test suite: all 65 tests passed
* Compared archive contents against GitHub: only expected Git-specific
files are excluded

Everything looks good to me.

Since we usually don't have any community votes, I started a GitHub
thread[1] to encourage users (especially those that reported issues) to
vote on the release.

Best regards,
Piotr
