Non-English users get generic MoinMoin page instead of the desired information 
when accessing http://wiki.apache.org/solr/.

To reproduce :

1- Configure the Web Browser to send a language code other then English (e.g. 
French).

For example, in Firefox, do the following :
 a) Edit -> Preferences;
 b) Click on the "Content" tab;
 c) Click on the "Choose" button next to "Choose your preferred languages for 
displaying pages";
 d) Click "Select language to add", choose "French", then click "Add";
 e) Click on the newly added item "French [fr]" in the list and click "Move Up" 
until the item is at the top of the list;
 f) Click "Ok" then "Close"

2- Vist the Solr wiki : http://lucene.apache.org/solr/

3- Notice that instead of showing the proper content, MoinMoin displays generic 
instructions about the wiki content, in French.
