The problem seems to be one of the solr classes that does some static
initialization that depends e.g. on a SolrCore be available. If this class is
initialized before (e.g. in SolrMBeanTest) and no SolrCore or other part is
available, it fails. The SolrMBean test is not the bug, it's the class that
does static initialization! How gets the func QP be enabled? Is the info about
it cached in a static field? Something like that causes this issue.
