I’m not sure, I would simply give it a try. The txt file is simply for infra to occasionally run through and manually do I think - so I’d just add the two entries.
Then I’d simply try and add your apache.org email to both GitHub accounts - should be possible - they simply make you verify it’s your email address by sending an email to it - I don’t actually know if they actively try to limit having one email address associated with one account. I doubt it since you can add multiple email addresses to your profile.
