True, it will only be respected on a server restart. So if you wanted to go
from http -> https you would need to update the clusterprops.json then restart
all of your nodes to pick up the new configuration. Although, if the scheme was
stored as apart of either the HttpShardHandler or in the solr.xml a restart
would be required as well. I don't think people will be flipping SSL on/off,
more of a global set it and forget it property.
