Sorry, if we would allow to load arbitrary files from outside the instance
directory by SolrResourceLoader, we would re-add the CVE security issues closed
recently - so this is a no-go, see SOLR-4882.
The only possibility to add this would to restrict this feature strictly to an
URL-prefix via config.
