If setting the tagetMinStaleSec to 0, sometimes a call to waitForGeneration
will block for targetMaxStaleSec instead of immediately call
maybeRefreshBlocking on the manager.
In effect to targetMaxStaleSec cannot be set higher than acceptable blocking
resolving of a specified generation.
