I thought the cluster props were managed via the collections api?

Are you saying that for all of that api, if the call fails, the client learns 
of it, but for this one, it will just silently fail unless they dig through the 
cluster logs to notice? I see this code is in the Oveerseer, so internally it's 
different, but from a user level, that seems wrong.

Or what am I missing?
