The plan has been to go through the wiki and mark pages where duplicated
documentation exists in the Solr Ref Guide and point users to a definitive
source. Since the MoinMoin wiki has more flexible permissions for editing
(i.e., you don't have to be a committer to make changes), it can transform into
a community space where users can share the cool things they're doing or
problems they overcame.
A framework has already been proposed for that here:

The first step of that is to remove the duplicated content - the obstacle is
really just volunteers who have the time to help out.
As for this issue, there are a couple sub-tasks from the original setup that I
think we still would like to get resolved somehow.
