Uwe Schindler reopened LUCENE-5540:

Reopen to update to forbidden-apis 1.5. We can now use annotations to prevent
releases: e.g., like ElasticSearch we can annotate the code or tests with some
annotation like {{\@AwaitsFix}} and make the release staging task break the
build if still found in the compiled class files.
