The problem there is imagine you are in a cloud service, and you are migrating 
to new hosts.  You don't want solrcloud to select a different host, that you 
plan on taking down.  'quit' could work for this, but if you have 50 hosts, and 
you bring up another 50, I would imagine quitting each of the old 50 hosts in 
succession would cause some churn in decision making.  You really want a way to 
say "these new nodes are preferred".
