I've updated the issue title, it's not a windows-specific problem.
attached a first version of the patch, which uses an additional class to switch
between different 'modes'. one (still) fixed, if the viewport is big enough,
the other scrollable, in case you can't see the menu all at once. it's checked
when the page loads, the menu changes and when you resize your browser window.
