OK I'll take a look at passing all FIs. I agree the current check is important. 
If we pass only the set of FIs the Codec sees though, I think we should also 
check that the Codec read all the fields the FIS say it should read (currently 
it only checks that all the fields it reads are in the FI, but not if there are 
"missing" fields). But if we pass all FIS, that's not a problem.
