This is definitely a mistake - this class should not have been removed in the recent API changes, as the Taxonomy API (and concept) hasn't changed. I guess if it was under the o.a.l.facet.taxonomy package, it would stay.
Would you mind opening an issue? If you also want to try and resurrect it, go ahead. Otherwise I'll try to do it this week.
