Initially, 16 shards with 5 iterations enabled me to reproduce it in almost
every run. But we don't need to stress it so much. In fact, although I started
writing a RollingRestartTest, I got much better results in reproducing the
problem by just restarting overseer nodes. We should probably rename it to
StressOverseerRestartTest.
