Since Ryan has already volunteered to be RM for 4.10 in the next week or
so, we need to get a jump on making sure the ref guide is updated to
include all of the new features/changes that have made it into 4.10.
As usuall, i've updated the TODO page with anything from CHANGES.txt that
looked relevant to the docs...

If you see something there that you worked on, please help contribute the
appropriate doc updates for it, either by: directly editing the relevant
pages with the new updates (for committers) or by adding a comment on the
relevant page with suggested updates or salient details that someone else
can re-word and distill into docs.
if you're not sure where to document something, just write up what you
*think* should be said about it and post it as a comment on the TODO page.
When in doubt: just reply to this email with your suggestions.
