This is going to be largely obsolete by LUCENE-5879.  All that will remain to 
do is to encode the IPv6 into a single term, probably with the 16 byte 
representation, and that's it.  Alternatively you might use half of each byte 
and thus use 32 bytes which could result in even faster range queries... but I 
probably wouldn't bother.
