OK, talked w/ [~steve_rowe] and he figured out that this issue is tied to the
offset class that is on the section here. It causes the hover view part of it
to be clipped at the bottom. This is most exacerbated when you zoom out
(50%-75% or original) This happens across Chrome, Safari and FF.
