The Solr Admin UI makes it possible to create new cores ("Core Admin" tab, "Add
Core" button). It should be possible to specify a named config set for the
created core.
Currently you can only enter core name, instanceDir, dataDir and the names of
solrconfig.xml
/ schema.xml.
Named config sets were introduced with SOLR-4478.
