Great write up Ryan! I looked this over once or twice when you first filed it,
but I just never remembered it when I had the time to dig into it. Sorry this
didn't get more attention sooner, but sometimes a good issue just can't find a
committer for some time for one reason or another. [~hgadre] has also been
looking into connection reset errors during distributed updates (an
occasionally reported issue) and tracked it down to this stale check being
imperfect. It really seems wise to remove it at this point.
I'll put up a draft patch for comment in a bit that builds on this one.
