[~yo...@apache.org] Maybe related to SOLR-6726 which has issues depending on
which ports are chosen? If you want to start multiple servers, then there has
to be multiple server directories or at the least, multiple solr.solr.home
directories. Does the following work for you?

cd solr
cp -r server server2
bin/solr start
bin/solr start -p 8984 -d server2
{code}
