Here is a patch using the current stuff as proposed. I didn't address the need
for testing besides bare minimum (besides adding another
BaseStoredFieldsFormatTestCase with high compression set). We should think
about how to rotate nicely in tests, how to address back compat testing, and
fix format docs too.
