So one advantage that the stale check had was that it could handle (at least
most of the time) a NoHttpResponseException. We can't currently retry on that
if we have sent the whole request, but stale check can detect cases of it
before sending. We can retry on pertinent connection reset and broken pipe
socket exceptions though.
