SOLR-3854 added SSL support, but didn't add support to the
MiniSolrCloudCluster. The existing TestMiniSolrCloudCluster doesn't inherit
from SolrTestCaseJ4, so the test never failed or required SuppressSSL.
We should update the MiniSolrCloudCluster so dependents can use it to test SSL.
