I've been working on a wiki page that has considerably more detail about the
IRC channels than anything else.

What I'd like to have happen is the IRC link in the admin UI point there, but
I'm open to other suggestions. The main thing I want to do is educate users in
the basics of IRC etiquette before they are dropped into the channel ... that
etiquette is ingrained in the veterans and beginners will usually have a bad
experience without knowing a few things beforehand.
