Added another test TestTrackingShardHandler2 which uses Solr's test harness
instead of MiniSolrCloudCluster. The test is mostly a duplicate of
TestTrackingShardHandler but I wanted to make sure it works with both
MiniSolrCloudCluster and our test harness.
