Yes and yes. the -a option for the bin/solr command passes stuff through, e.g.
bin/solr start -c -z localhost:2181 -p 8981 -s example/cloud/node1/solr -a "-Xmx4G -Xms4G" and the like. It'd be useful I would guess to be able to specify a local file of options as well I should think.
