Now that we have {{bin/solr create -c mycoll}} which defaults to some
predefined config, perhaps we should bake that functionality into CREATE
instead of bolting on this upload.
Btw. I think it would be a good thing to start on an Admin UI section for
collection mgmt, then it would be clear what APIs is needed below.
