Description: vIf a SolrCore is really slow to create (say it has to replay
a really large transaction log, or on hdfs it takes a long time to recover a
lease, etc) other SolrCores should continue to load so that one SolrCore does
not unnecessarily hold up other cores and collections. (was: If a SolrCore is
