There may be some related underlying JIRA issues I'll try to relate, but I'd
like to use this as the master for switching to zk=truth mode.
Some of this was begun with the Overseer.isLegacy setting (silly place for this
helper method to be really) - but looking at that, it's pretty hacky and ugly.
We probably just want to remove that setting, see if the code it affects is any
good (add tests) and finish some of the missing pieces.
We have reserved the right in CHANGES.txt in the 5.0 release to change this
behaviour by default during the 5.x releases.
