bq. I believe the issue is that it has to be called exactly servlet-api-3.0.jar
to live in the lib directory. That directory has explicit inclusions in
start.config, $(jetty.home)/lib/servlet-api-3.0.jar. lib/ext gets added with a
glob pattern, $(jetty.home)/lib/ext/**.
