I'd still like to improve this, but I think its good for a release,
we can run rat-sources everywhere (though its not some cool combined report).
To do this, you run rat-sources from lucene/, or from solr/ or from any contrib
or module.
I did this and raised comments etc about missing license headers.
I think we should move the issue to 3.2 (In general i still like the idea of
automatically ratting the actual distribution, not just whats in SVN).
