Here's a new patch that changes a few things:
* instead of local `expr` parameter for {!bool}, switched to `v` so that the
expression can work outside the curly brackets as `{!bool}<expression>`
* Added throwing of SolrException in createParser rather than returning null
when there's an error
* Trimmed a bunch of unnecessary stuff from the test solrconfig
