Yes, this was the original plan. I was waiting for the feature to settle
* In a cluster when a create collection is invoked check if {{.system}}
collection exists. If not create a {{.system}} collection with shards=1, and
replicationFactor=2
* if the first collection to be created is {{.system}} then it's fine
