[~mikemccand]: Here's a patch that allows the test to pass. I also tried
adding Vector.MINIMUM_RESOLUTION, and even 10.0 * Vector.MINIMUM_RESOLUTION, to
the planetary maximum magnitude, but that wasn't enough. I'm not entirely sure
why the representation maximum value needs to be the maximum size of the world
XYZBounds value but it appears to need to be.
