Ok, with that explanation and a glance at branch_5x, it all makes much more
sense now.
Thinking about the possible implications of moving one directory up
(server/solr-webapp instead of server/solr-webapp/webapp), the only possible
downside I can think of is that it will require more careful attention when
upgrading Solr, and that's not much of a downside.
Speaking of upgrading Solr, I have opened SOLR-8036.
