So this adds sensible local isLeader checks where we were already checking ZK,
it passes the core descriptor instead of just a name to LIR so it has a lot
more context to work with, and it ensures that only the registered ZK leader
can put a replica into LIR.
Barring any bugs in the current code, let's open further issues for other
changes / improvements.
