Resolution: Invalid
Why do you think the new admin UI should be identical to the old one? The old
admin UI has its roots in the pre-cloud days. The core admin UI is particularly
trappy in cloud mode, and thus has been omitted.
If you fire Solr up in non-cloud mode you'll see that the core admin menu
choice is present.
