Regarding the admin UI, there's two parts:
1. where is the initial HTML loaded from?
2. where are the CSS/JS/etc resources loaded from?

Currently, for #1 it is just at /solr/. A request to / bounces you to /solr/. 
This could bounce you to /solr/admin/ if preferred.

Where the CSS/JS/etc is an implementation detail and I'd happily move it 
(trivially) under a directory such as /admin/, but whilst v1 API is still 
around we just need to make sure that doesn't conflict with any other /admin 
APIs (I doubt it would).
