[~thetaphi] - what do you think about the public EmptyEntityResolver moving to
another package? Do you think we should create a back compatible deprecated
one in the same place? I can't imagine it is being used externally. I'll
re-open this issue and document the change at least, and add a copy of it back
if desired.
